SWANSEA SUPER LEAGUE SINGLES RULES 2010/11

2010 – 2011 Season
1. The league will be played on a home and away basis whereby each team shall play the other teams in they section only. *Addendum: Over 2 seasons when 1 section applied.
There will be no new teams allowed to enter the league at the start of the 2011 spring season, as this will be the half way point of the 2 season section. But if a team drops out of the league, a new team may enter the vacant place.(1 out 1 in.)
2) The League shall comprise of one section irrespective of the number of participant teams.
This rule will be abolished when the league goes to a home and away basis.
3) League sponsorship fees, currently £250 per season are to be paid PRIOR to commencement of the season. Present sponsors are the Samlet Club and the Hillview (formerly the Fairfield Club).
4) Teams to consist of a minimum of 3 players before a match can start.
If both teams consist of 3 players each, then the format will be:
1 Team game of * Threes Best of 3 legs – 701
*Away team to start on 1st & 3rd legs.
3 Singles games: Best of 5 legs – 501 Home team starts on games 1 & 3.
1 Team game, after the singles, 1 leg – 701.
5) Each match will be played for a maximum of 5 points: 1 team game & 4 singles games.
6) Format:
1 Team game of *Fours Best of 3 legs – 701
*Away team to start on 1st & 3rd legs.
4 Singles games: Best of 5 legs – 501 Home team starts on games 1 & 3.
(Single names will be drawn for order of play out of a bag and not cards on a table).
7) Throwing distance 7ft 9 ¼ “. ALL RAISED OCHES. In the event that a visiting team feels that the oche does not comply, for any reason, then a complaint should be registered with a committee member so that rule 8 may be enforced.
8. All oches to be endorsed by a committee member. A committee member at they discretion, or as a result of a registered complaint, can check any oche when required. If any oche is not of the required standard then the team will not be allowed to enter the league.
9. REGISTRATION FEES OF £45.00 (to include entry into the OPEN KNOCKOUT TOURNAMENT). All fees must be returned together with Registration and be paid by the Blind Doubles. Any team not complying will be excluded from the league.
10) START TIMES and associated responsibilities.
a) League matches – To starts at 8:30pm prompt. *In the event of a team being late, the captain responsible must contact the opposition by 8:00pm that night. All “marking & telling” responsibilities are to be shared by mutual consent.
b) Cup competitions – ALL cup events will be drawn on the night of that competition. NO registrations for any cup competitions will be accepted after 8:10pm. And only individuals present will qualify. Cup competitions will commence at 8:15pm Teams and the registered individuals therein, who “marking & telling” responsibilities after being knocked out of any cup competition, if a player does not want to score or tell, then he will pay £5.00 for someone else to score for him. The new scorer will collect the £5.00 paid. If the player leaves the venue and has not paid the £5.00, they will be then omitted from the next cup tournament. The organiser/s will have final decision on all matters. By abiding to the rules set out.
A minimum of 2 Committee members to officiate.
11) Team Knockout Cup: Matches will be drawn out. 1st Round will be played as either home or away.
All teams will be entered into the 1st Round draw. The 2nd Round will be played at one venue, using 2 boards for 1 match. (4 boards will used from the 2nd Round on). Any other team members, providing they are present at the beginning of the Tournament, will be eligible for entry into the fours should the game be equal following the singles
12) ALL TOURNAMENTS (with the exception of Divisional, if applicable) WILL BE HELD AT ONE VENUE
13) LEAGUE EASELS: Any club or pub playing in the league, who wishes to borrow the easels, will not be charged for the use of them. It will be the responsibility of any pub or club borrowing the easels to collect and return the easels to the point of storage. Any damage will be repaired by the borrowers or financial penalties may be imposed. The league will maintain the upkeep of the equipment.
Anyone who wishes to use the easels outside of the league teams will be charged £20
14) COMPLAINTS PROCEDURE: following a dispute by any team/individual, a complaint must be registered with a committee member within 5- day period followed by a letter of complaint to the chairman. Subsequently a committee meeting will called whereby both parties will be summoned to attend a hearing within a maximum of 2 week period from the date of complaint.
No abuse will be tolerated from any person in the league, to any player or official.
Any dangerous behaviour on any night (league or cup) will not be tolerated and be dealt with on the night and excluded from the rest of that tournament and the next tournament. Bad behaviour will be dealt will by a written warning.
15) An AGM is held before every season starts. If something arises and a player wants to call an E.G.M during the season, then he must put it writing, and have the signed backing of 3 team captains (not 2 or 3 captains playing from the same venue).
16) THE COMMITTEE shall comprise of the following:
a. Chairman b. Vice Chairman c. Treasurer d. League Secretary e. Fixtures Secretary
f. Swansea A representative g. Swansea B representative h. 5 Committee members
The Committee at present are as follows:

17) MATCH RESULT SHEETS. The HOME TEAM captain will be responsible for the TOP copy (white) of the Match Result Sheet whilst the AWAY TEAM captain will be responsible for the BOTTOM copy (pink) of the Match Result Sheet upon completion of the game. Each team captain will responsible for submitting their own copy of the Match Result Sheet in order to claim their own team points and individual averages. The fixtures Secretary MUST receive Match Result Sheets within 7 days – if the result sheets are received within 7 days then a £5.00 fine will be imposed on the offending teams. A £5.00 fine will also be imposed on both teams if both the white and pink copies of the result sheet are posted in the same envelope. Scanned will be accepted by the fixtures secretary and emailed to him, but must have the originals copies within 7 days.

18) CUP ENTRY FEE. The only cup entry fees which will levied this are for the doubles & singles tournaments @ £2.00 per player. There are no entry fees for the:- Blind Doubles, 4s K.O. & Team 4s cup,
19) There are NO CANCELLED GAME permitted – only under exceptional circumstances at the Committees discretion. Following an agreed cancellation by both teams, the Secretary must be notified within 48 hours of that game.
20) Any team not fulfilling a fixture without due reason, may, at the discretion of the committee, be penalised by minus 3 points, and ALL players registered for that team, may be penalised by minus 1 point.
Repeated cancellations may result in that team being omitted from the League, and their deposits being forfeit.
21) In the event of a team playing a game with only 3 players, the fourth singles player in the opposition will be awarded the ‘plus one’ bonus point and carry forward his existing average. The team with a full number of players will also be awarded a point automatically.
22) Only players completing more that 25% of league singles fixtures will be entitled to any prize monies from the Averages. This will be reviewed at each A.G.M. This season the top 20 dynamic averages will be paid in the League. (Reviewed at the next AGM) This will also apply to the Highest Out & Least Darts.
23) There will be no restriction on the amount of Swansea representative players or County players fielded in one team.
24) Only players eligible to play for the Swansea Super League representative side(s), irrespective of place of abode, are entitled to play in this league. Players from other representative sides are ineligible, (September to September).
25) Only players having prior registered and played a singles game in the league will be eligible for knockout tournament prize money (except in fours events, a player can be signed on for your team on that night if necessary).
26) The committee reserve the right to withhold part or whole payment of any prize monies should discrepancy be found on any League Result Sheet – or if the Sheet is not received.
27) No monies will be paid to those teams, if teams leave or individuals leave the finals night before the presentations.
All monies will be paid at the presentation. No money will be paid before the presentation on finals night.
All teams in the league are to send a representative to the finals night, with something for the raffle: i.e. bottle or cans etc.
Each team who attends the finals night will be put into a draw, the winner will have next seasons entry paid.
Non attendance of teams on finals night will result in a £5.00 fine.
28) Transfers, disbanding and withdrawals.
a) No transfers are allowed in this league unless under exceptional circumstances (i.e. the team disbands), and then only with the approval of the committee.
b) If a team disbands, each player transferring to another team, (maximum of 2 players to any single team), will be required to pay the league a TRANSER FEE of £10.00.
c) In the event that a team withdraw from the league and any funds contributed to the league, are Non-refundable. Should a disbanded team owe money to the league, then the amount outstanding will be evenly divided between, and allocated to, ALL that teams registered players and shall be regarded as a league fine.
d) Players with outstanding league fines will not be permitted to participate in the league. Should this event occur, both players and teams involved will not be allowed to any prize money within that season.
29) DYNAMIC POINTS and the accrual thereof:
A dynamic point will be awarded to every player who wins a set of 5 legs in a league single match.
Dynamic points affect an individual’s average only, and have no effect on the position of that player’s team in the league.
30) A League Committee representative will be present at the Swansea ‘A’ and Swansea ‘B’ ANNUAL GENERAL MEETING(S) with full authority accorded.
31) The League shall apply a ‘Men Only’ rule.
32) The League shall impose a lifetime ban on any player found cheating in any form.
33) The criteria for selection into the representative side (s) shall include:
a) Swansea A – minimum of 22.00 ‘mean average.
b) Swansea B – minimum of 20.50 ‘mean average.
c) That players invited completes a minimum of 3 league fixtures prior to selection.
d) Should a player refuse selection for Swansea A, they will not be allowed to play for Swansea B.
e) Should a player refuse selection for Swansea B, they will not be allowed to play for Swansea A.
34) All B.D.O. rules will apply
